HONOLULU (AP) — A draft report reviewing the massive Red Hill underground fuel storage facility says the Navy should double-line fuel tanks or shut them down within a decade.

The recommendation was made in a draft report by the Red Hill Fuel Storage Facility Task Force, which was formed by the Hawaii Legislature after a 27,000-gallon jet fuel leak in January from one of the World War II-era tanks.

The draft reports says the storage of up to 187 million gallons of fuel 100 feet above a drinking water resource is inherently dangerous to the environment.

Navy officials say the draft report is flawed.

Navy Region Hawaii spokesman Tom Clements tells the Honolulu Star-Advertiser(http://bit.ly/1xt24Rl) it misrepresents the Navy's position on several key points.

The report is due to the legislature in December.
